Participation in 21 st century

The Observatorio Voto Electrónico (OVE, Electronic Voting Observatory), from the University of León, Spain, and the Instituto Electoral y de Participación Ciudadana de Coahuila (IEPCC, Electoral and Civic Participation Institute of Coahuila), México, call III Votobit, an international conference aimed to analyze and monitor electronic voting systems and dedicated to Participation in 21st century this time.

The hosts have decided to turn next Votobit into a reflection about electronic public forums, the future of electronic voting infrastructures and emerging technologies applyable to this field, such as quantum cryptography.

New infrastructures are introducing drastic changes in participation systems in 21st century. Political action spreads, citizens join in participation mechanisms and became more and more dinamic. IEPCC and OVE want to think about this phenomenon: about the way it strengthens dialogue and plurality and adds value, and about the state of the art of new infrastructures from a technological point of view.

Voting enjoys the highest legal protection. It is not data related to national security, scientific research or commercial details, all with their own secrecy clauses, but something absolutely secret and defended by the strongest procedures and infrastructure, that even step up electronic system regarding manual one.

III Votobit speakers schedule will incluye Katju Holkeri, in charge of Finnish electronic public forum Otakantaa; Ichiro Shinkai and Hikaru Takeuchi, who will talk about Japanese experience on participation and electronic voting; Ángel Alonso, who will takle electronic voting infrastructures role in 21st century, its evolution and expansion; Homero Ramos, as host, will outline IEPCC and State of Coahuila new infrastructure challenges; Luis Panizo and Justo Carracedo will speak about deployment protocols for extraterritorial or remote voting (Internet).
