> Introduction
The Electronic Voting Observatory –OVE— of the University of León announces the II Votobit dedicated to analyze every novelty related to the electronic voting systems. After the successful I Votobit in February 2003, the OVE intends to gather in León people interested in the development of the electronic voting systems.
The Program is divided in two fields: one technological —Votobit— and another with social issues —Socialbit—. This structure intends to analyze different aspects of the electronic voting since some technical developments encounter obstacles because there is a low scientic attention by social researchers.
The Observatory believes that the electronic voting is in a key process that will probably end with its official and general admission in a few years. The working groups created either in the Spanish Senate or within the Council of Europe show that there is an increasing institutional interest. There has also been more and more pilot essays. This process needs fora where the interested people can join their experiencies and this is the aim of this II Votobit.
The topics of the Conference include either information technologies or social issues related with the electronic voting. The Scientific Committee has selected the following main items:

15 pages maximum in an ordinary electronic format. They should be sent to:votobit@votobit.org. The draft will be subject to a review by the Scientific Committee. The proceedings will be published in CD-ROM, with ISBN number, and Web format.
Electronic Voting Contest. The cd-rom of the II Votobit will also include the winning paper of the Electronic Voting Contest organized in Argentina by the University of the CEMA.
